§ 92.24 DUTY OF PROPERTY OWNER, MANAGER, OR RENTAL AGENT.
   Every owner, or the manager or rental agent of such owner, of any family dwelling unit shall be responsible for the installation of required smoke detectors.It is the responsibility of the tenant to maintain in good working order, to include replacement of batteries as needed, any battery powered smoke detector provided by the owner.The maintenance of any smoke detector connected to the building wiring system shall be the responsibility of the owner, manager, or rental agent of the property.

§ 92.25 ENFORCEMENT.
   (A)   Definitions. For the purposes of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      “BUILDING COMMISSIONER.” The Building Commissioner of the city.
      “FIRE CHIEF.” The Fire Chief of the Fire Department.
   (B)   Permits. The Fire Chief, or his or her designee, and the Building Commissioner, or his or her designee, are authorized to enforce this chapter and may issue citations for violations as set forth herein.

§ 92.99 PENALTY.
   (A)   Whoever violates any provision of this chapter for which no penalty is otherwise provided, shall be fined not more than $l,000. A separate offense shall be deemed committed on each day that a violation occurs or continues.
   (B)   Any person, firm, or corporation violating §§ 92.20 through 92.25, or who shall fail to comply with a lawful order issued by the Fire Chief, for each such violation or failure shall be fined in any sum not less than $20.
   (C)   Any person violating § 92.08 shall be fined as follows:
      (1)   For the first offense, $50;
      (2)   For the second offense, $100;
      (3)   For the third and subsequent offenses, $500.
   (D)   Any person, firm or corporation who violates § 92.02 may be fined as follows:
      (1)   For the first offense, $100;
      (2)   For the second offense, $200;
      (3)   For the third offense or more, $500.
