§ 36.026 RECRUITMENT.
   (A)   Authorization to recruit and hire to fill a vacancy in an existing or newly created position tests solely with the Mayor, the Clerk-Treasurer, for those employees under his or her hiring authority, and the Board of Works and Public Safety; department heads normally make hiring recommendations.
   (B)   Basic qualifications of formal education, background and experience shall be determined before recruiting begins and shall be based upon job requirements as well as dictates of applicable federal, state and local laws.
   (C)   Open and new job opportunities, insofar as practicable, shall be afforded employees in line with seniority principles subject to ability and job qualifications to be reasonably determined by management. Except for police officer and firefighter positions, and insofar as practicable, open and new jobs shall be posted on city work days, during which time any employee may make application in writing.
Whenever vacancies occur or new positions are created, the Mayor shall be notified of the vacancy, and this information shall be publicly posted within city facilities for a minimum of seven calendar days or until the position is filled. Bulletin boards located in city government buildings will be used for posting job openings. The city encourages internal promotion and transfer whenever possible.
   (D)   At the discretion of management and based upon the urgency and specialization of the job requirements, newspaper and trade journal advertising may be used in recruiting employees. Advertisements shall describe the position, basic qualifications and state that the city is “An Equal Opportunity Employer.”
   (E)   The city policy is to hire, promote, and transfer employees on the basis of individual merit and to avoid favoritism or discrimination in making such decisions.
