All ordinances shall be introduced by a member of the Common Council and shall be consecutively numbered by the Clerk-Treasurer by affixing thereto the four digits of the year in which introduced, followed by a dash and then by a number so as to sequentially identify each ordinance serially commencing with the number l in each calendar year. As provided in IC 36-4-6-13, no ordinance shall be passed on the same day on which it was introduced unless all of the following occur:
(A) Two-thirds of the elected members of the Common Council are present at such meeting;
(B) The members present at the meeting unanimously consent that the ordinance may be passed on the day of introduction upon two-thirds of the members of the Common Council voting in favor of adoption of the ordinance; and
(C) Two-thirds of the elected members of the Common Council vote in favor of adoption of the ordinance.
