The members-elect of the Common Council shall hold their first regular meeting in the Council chamber at 7:00 p.m. on the first Monday in January after their election, and thereafter the time for all regular meetings shall be as determined by the Common Council. Should any regular meeting fall on a day designated by law as a state or national holiday, such meeting of the Common Council shall be held on the day next succeeding such holiday.
