9-2-1-2: SKETCH PLAN:
The sketch plan stage is not required and is voluntary for the benefit of the applicant. In order to avoid preparation of plats which are contrary to the ordinance requirements and to advise the applicant of the preferences of the Village, applicants are urged to take advantage of this informal opportunity to consult with the Village Plan Commission and Village Board.
   A.   Survey: The survey submitted with a sketch plat may be a boundary survey only.
   B.   Sketch Plan: It is suggested that for major subdivisions the plan include the following:
      1.   Map: Location map, 1" = 2000'
      2.   Topography: Existing topography, 1 foot intervals
      3.   Flood Plains: Existing flood plains and floodways and wetlands (per U.S. Army Corps standards)
      4.   Trees: Existing trees/wooded areas
      5.   Lots: Proposed lots with approximate dimensions and areas
      6.   Site Sketch Plan: A site sketch plan showing:
         a.   Boundaries of the property to be subdivided.
         b.   Land characteristics such as natural drainage, swamp areas, wooded areas, ridges, soil characteristics and flood hazards, as shown on Flood Insurance Rate Map (FIRM) and Floodway Map dated March 2, 1981, and amendments thereto.
         c.   Development characteristics such as surrounding streets, existing structures, and available utilities.
         d.   Proposed layout of streets, blocks, and lots and the proposed location of park, and other nonresidential areas.
         e.   Existing easements and covenants affecting the property.
         f.   Existing zoning and zoning district boundaries on and adjacent to the subject site.
      7.   Location Sketch: Location sketch showing the relationship of the proposed subdivision to traffic arteries, public transportation, Municipal utilities, schools, and churches.
      8.   Statement of Petitioner's Interest: Written statement of the petitioner's interest in the proposed subdivision and description of the features of the proposal that the petitioner believes are in the interest and benefit of the Village. Included in the written statement shall be a preliminary development schedule, a year by year projection of estimated assessed valuation to be added, and a year by year projection of population to be added by the development. The population projection shall be based on factors to be supplied by the Plan Commission to the developer.
   C.   Review and Reports: The Plan Commission shall notify the applicant or his representatives of the meeting, (at their regular meeting times), at which it will review the sketch plan. At the meeting, (or thereafter in writing at the applicant's request), the applicant will be advised of the Plan Commission's, Village Engineer's and Village Zoning Officer's comments on the sketch plan including any suggestions for change to improve its conformance to the ordinances and the Village's requirements. Thereafter, at the applicant's request or the Plan Commission's direction, the sketch plan may be submitted to the Annexation, Planning, Zoning Committee of the Village Board for further comment and suggestions.
