The village shall collect local land resources management fees upon all lots in the subdivision in the amounts, manner and times as herein set forth.
A. There shall be paid to the village, a cash contribution for the purpose of defraying the cost of developing and implementing a local land resources management plan in the sum of one thousand five hundred dollars ($1,500.00) for each lot in the subdivision.
B. The cash contribution may be waived or adjusted by agreement of the subdivider and the village in consideration of other benefits, contributions or adjustments which may be negotiated with any developer or subdivider.
C. The cash contributions shall be paid to the village at the time when a building permit is ready to be issued upon each lot in the subdivision in the manner that the village may prescribe.
D. The subdivider shall enter into a recordable covenant running with the land at the time of approval of the final plat where in the obligation to make the cash contribution or such other agreement as may be entered into in lieu thereof, shall be duly acknowledged and made an obligation of the owner of the lots in the subdivision and his successors in title.
