9-1-8: LOCAL LAND RESOURCE MANAGEMENT PLANNING ACT:
   A.   Adoption: The corporate authorities of the Village hereby adopt the provisions and objectives of the Local Land Resource Management Planning Act 1 (the "Act").
   B.   Development of Plan: The Plan Commission of the Village is hereby authorized and instructed to initiate and develop a proposed "Local Land Resources Management Plan" as defined in section 3 of the Act, (hereinafter the "Plan") and within one hundred eighty (180) days after the adoption of Ordinance 90-08, to report to the Village Board of Trustees and to recommend a proposed Plan for adoption by the Village.
   C.   Public Hearings: The Plan Commission shall have the authority to call public hearings on the proposed Plan with due notice, as in its discretion may be useful to determine the needs of the Village in developing the Plan. In the event that any changes or amendments to the Zoning Ordinance 2 of the Village are proposed in conjunction with the Plan, the Plan Commission shall hold such public hearings in conjunction therewith as may be required by ordinance and by statute.
   D.   Vote: The Village Board after duly considering the proposed Plan, may adopt the Plan by the affirmative vote of two-thirds (2/3) of the corporate authorities.
   E.   Funding: The Village Board shall, by ordinance or by resolution, provide for the necessary funding of the development and implementation of the Plan; for funding of studies and reports relating to the development of the Plan; for funding acquisition, maintenance, preservation and conservation of land resources and open spaces and forest lands; for funding to assure water quality and quantity, safe and efficient public transit and private auto usage, public facilities and services, and energy conservation; and such other programs and objectives as are set forth in section 4 of the Act.
