All ordinances imposing any penalty for a violation thereof or making any appropriation shall be published as is required by statute 1 . No ordinance which must be published to comply with the foregoing sentence shall go into effect until ten (10) days after it is so published, and all other ordinances shall go into effect upon the passage thereof, as is provided by statute.
