7-8-4: REGULATED DEVELOPMENT:
All applications for building permits and development permits of any kind for all new construction and construction related to a change in use of a structure must be in conformance with the provisions of this Chapter. Any documents or plans required under the provisions of this Chapter must be submitted at the time of building permit application or application for subdivision approval, whichever would occur first.
   A.   Residential Development Serviced By Municipally Sponsored Recycling Program:
      1.   Single-Family Detached Dwelling Unit:
         a.   Interior Space Allocation: A minimum of three (3) cubic feet shall be allocated (reserved) for an internal recovery system. This area must be located so as to facilitate storage of recyclable materials within the structure and facilitate ease of removal to external collection point.
      2.   Multi-Family Buildings:
         a.   Interior Space Allocation: A minimum of three (3) cubic feet shall be allocated (reserved) per dwelling unit for an internal recovery system. This area must be located so as to facilitate storage of recyclable materials within the structure and facilitate ease of removal to external collection point.
   B.   Development With No Municipally Sponsored Recycling Program:
      1.   Single-Family Detached Dwellings–Subdivisions:
         a.   Interior Space Allocation: A minimum of three (3) cubic feet shall be allocated (reserved) for an internal recovery system. This area must be located so as to facilitate storage of recyclable materials within the structure and facilitate ease of removal to external collection point.
      2.   Developments Comprised Of Single-Family Attached Dwelling Units:
         a.   Interior Space Allocation: A minimum of three (3) cubic feet shall be allocated (reserved), per dwelling unit, for an internal recovery system. This area must be located so as to facilitate storage of recyclable materials within the structure and facilitate ease of removal to external collection point.
      3.   Multi-Family Buildings:
         a.   Interior Space Allocation: A minimum of three (3) cubic feet shall be allocated (reserved), per dwelling unit, for an internal recovery system. This area must be located so as to facilitate storage of recyclable materials within the structure and facilitate ease of removal to the exterior recyclable storage area.
         b.   Exterior Recyclable Storage Area Allocation: The amount of exterior recyclable storage area allocated per dwelling shall be determined as follows and shall not be less than the sum of the individual computations:
Number of studio and one-bedroom units x 7 gallons +
Number of two (2) bedroom units x 8 gallons +
Number of three (3) and four (4) bedroom units x 9 gallons =
Total exterior recyclable storage area allocation required.
         c.   Recycling System Plan: A comprehensive recycling system plan shall be required which includes provisions for an exterior recyclable storage area and a collection system for recyclable materials generated by the building(s) occupants.
      4.   Developments Comprised Of A Mix Of Residential Building Types:
         a.   Interior Space Allocation: Interior space allocation shall be provided for each building and unit in accordance with requirements set out in subsection B1a, 2a, and 3a above.
         b.   Exterior Recyclable Storage Area Allocation: Exterior recyclable storage area shall be provided for any multi-family buildings in accordance with the requirements in subsection B3b above.
         c.   Recycling System Plan: A comprehensive recycling system plan shall be required which includes provisions for an exterior recyclable storage area which will service the entire development.
      5.   Commercial, Industrial, And Institutional Uses:
         a.   Interior Space Allocation: The amount of interior space necessary to comply with the requirements of this Chapter is dependent on the generation of recyclable materials resultant from activities associated with commercial recycling programs. Management options shall be addressed in a system plan per subsection 7-8-5C of this Chapter.
         b.   Exterior Recyclable Storage Area Allocation: The amount of exterior recyclable storage area necessary to comply with the requirements of this Chapter is dependent on the volume generation of recyclable materials derived from commercial recycling programs. Exterior recyclable storage area options shall be addressed in a recyclable system plan per subsections 7-8-5B and C of this Chapter. (Ord. 96-12, 6-26-1996)
