Whenever application is made to subdivide, or for a permit to install or construct any buildings or improvements or connect any utilities upon any parcel listed in any recapture fee list, in addition to all other costs, fees or requirements provided by ordinance, the applicant shall pay to the village collector the amount set forth in the recapture fee list before the application shall be processed.
