The village board hereby adopts a policy of requiring developers to make sewer and other utility installations (whenever feasible and reasonable) which will make such utilities available to owners of parcels nearby and adjacent to those being served by the proposed installation. (Such requirements may either provide for larger capacity facilities than might minimally be required for the developer's owned parcels, or otherwise designing the installation to serve adjacent areas not owned by the developer.)
