7-3-6: OCCUPANCY PERMIT:
   A.   Whenever a permit for the construction or major renovation or repair of a structure has been issued, it shall not be occupied or used by any person except for the purpose of completing work under a building permit until an occupancy permit or a temporary occupancy permit has been issued.
   B.   An occupancy permit shall not be issued for a new building or where there has been any construction which changes, establishes or affects the grading or drainage of the lot for which the permit is issued until the applicant has deposited with the building commissioner a certificate of grading and drainage accompanied by an as built topographical survey of the building and site. The certificate shall be prepared by a qualified engineer showing the drainage and certifying that it complies with the grading requirements of the permitted work and drainage plan for the area.
   C.   An occupancy permit or certificate of completion is to be issued by the building commissioner when an inspection following completion of the work shows that all construction is in compliance with this title and the permit, and a satisfactory certificate of grading and drainage has been received.
