No building or structure, or parts or appurtenances thereof, such as water supply, sewage disposal, plumbing installation and electrical installation in the village shall be erected, installed, altered, converted, remodeled, structurally repaired, moved, demolished or changed when the cost of same exceeds one thousand dollars ($1,000.00) or where the effect of same is to enlarge the capacity or affect the bearing walls of any building or roof thereof, without a permit having first been secured from the building commissioner.
