The rules and regulations set forth in the pamphlet entitled "Illinois State Water Well Construction Code", November 1973, and in the pamphlet entitled "Illinois State Water Well Pump Installation Code", November 1973, printed by and available from the Illinois department of public health, 421 North County Farm Road, Wheaton, IL 60187, are hereby adopted by reference and made a part of this title as the rules and regulations governing the construction, installation, alteration, or repair of wells and water supply systems in the village. It shall be unlawful for any person to construct, install, alter, or repair, or cause to be constructed, installed, altered, or repaired, any well or water supply system in the village in violation of or without complying with those rules and regulations. At least three (3) copies of said pamphlets have been filed in the office of the village clerk for use and examination by the public at least thirty (30) days prior to the effective date hereof.
