The rules and regulations contained in the Illinois Accessibility Standards as amended and printed by the state of Illinois are hereby adopted by reference and made a part of this title as the rules and regulations governing facilities for the disabled in all "public buildings" as defined in said Illinois Accessibility Standards and other applicable Illinois statutes, in the village. It shall be unlawful for any person to construct or alter, or cause to be constructed or altered, any public building in the village in violation of or without complying with those rules and regulations.
