4-1-1-3: BOW AND ARROW, SLINGSHOT, ETC.:
   A.   No person shall use a bow and arrows, slingshot or other similar weapons or devices within the Village limits for the purpose of striking or damaging any public or private property. (Ord. 93-33, 12-22-1993; amd. Ord. 98-04, 2-25-1998)
   B.   1. It shall be unlawful for any person to shoot, release or otherwise project an arrow, bolt, missile or other projectile from, into, or upon a residentially zoned property where such arrow, bolt, missile or projectile is:
         a.   Shot or released from a bow device (standard, compound or crossbow); and
         b.   Such bow device is rated either as having a draw of fifteen (15) pounds or more, or a velocity of fifty feet (50') per second or more.
      2.   This Section shall not be applicable where:
         a.   The shooting, releasing or projecting activity is carried on completely indoors; or
         b.   Where the point of the release of such arrow, bolt, missile or other projectile is one thousand feet (1,000') or more from an adjacent residentially zoned property.
      3.   No targeting object for purposes of this subsection B shall be located within two hundred feet (200') of an adjacent residentially zoned property.
      4.   It shall be unlawful for any person to promote, sponsor, hold or participate in any outdoor archery competition within or upon a residentially zoned property unless:
         a.   Such competition complies with the Federation Internationale de tir a l'arc rules of competition; and
         b.   A permit for such competition is obtained from the Village; and
         c.   The site or sites of the competition is in compliance with subsection B2a and B2b of this Section.
   C.   An applicant for a permit under this section shall include in the application a certification of compliance hereunder and shall also show by sufficient detail that facilities will be installed to assure that no arrow, bolt or missile will stray beyond twenty feet (20') of the vertical plane of the competition target.
