This Chapter shall be construed in accordance with the following provisions:
A. When not inconsistent with the context, words used in the present tense include the future tense, words in the plural number include the singular number and words in the singular number include the plural number.
B. The words "shall" and "will" are mandatory and the word "may" is permissive.
C. The provisions of this Chapter shall be read as a whole so as to effect the purposes of Ordinance 92-26.
D. Section headings are descriptive and used merely for the purpose of organization. Where inconsistent with the text, section headings are to be disregarded. (Ord. 92-26, 11-18-92)
