1329.01 CONSTRUCTION OF ROOFS; REQUIREMENTS.
   The roofs of new buildings or any alterations to existing buildings constructed after January 15, 1963, shall be drained by gutters for pitched roofs or roof drains for flat roofs. Such gutters or drains shall be connected to leaders or downspouts. Leaders or downspouts shall be connected to underground drains extending to a storm sewer or, if no storm sewer is available, the drains shall pass under the sidewalk and extend into the public gutter in a manner approved by the Board of Health.
   After January 15, 1963, no roof may be constructed, extended or altered with storm water allowed to drip off the roof onto the ground or to flow from a leader or downspout on to the ground or on to a splash block or paving, nor shall storm water from roofs be discharged across a public sidewalk.
