It shall be a violation of this Code for the owner of any dwelling unit, commercial unit or structure who has been served a compliance order or a notice of violation to sell, transfer, mortgage, lease or otherwise dispose of to another such property until the provisions of the notice or order have been complied with, or until such owner shall have first furnished to the grantee, transferee, mortgagee or lessee acknowledgment of receipt of such compliance order or notice of violation.
