1321.27 SUBSTANDARD BUILDINGS.
   Any building or portion thereof, including any dwelling unit, guest room or suite of rooms, commercial unit or the premises thereof, on which there exists any of the following conditions to an extent that endangers the life, health, safety, property, welfare of the public or the occupants thereof shall be deemed and is hereby declared to be substandard:
   (a)   Inadequate Sanitation. Inadequate sanitation shall include but not be limited to the following:
      (1)   Lack of proper water closet lavatory, bathtub or shower in a dwelling unit;
      (2)   Lack of or improper kitchen sink;
      (3)   Lack of hot and cold running water to plumbing fixtures in a dwelling unit;
      (4)   Lack of adequate heating facilities;
      (5)   Lack of or improper ventilation equipment as required;
      (6)   Lack of minimum amounts of natural light and ventilation as required;
      (7)   Room and space dimensions less than those required by this Code or the Building Code;
      (8)   Lack of required electrical lighting;
      (9)   Dampness of habitable rooms;
      (10)   Infestation of rodents, vermin or insects;
      (11)   General dilapidation or improper maintenance;
      (12)   Lack of or improper connection to required sewage disposal system; or
      (13)   Lack of adequate garbage and rubbish storage.
   (b)   Structural Hazards. Structural hazards shall include but not be limited to the following:
      (1)   Deteriorated or inadequate foundations;
      (2)   Defective or deteriorated flooring or floor supports;
      (3)   Flooring or floor supports of insufficient size to carry imposed loads with safety;
      (4)   Members of walls, partitions or other vertical supports that split, sag, lean or buckle due to defective material or deterioration;
      (5)   Members of walls, partitions or other vertical supports that are of insufficient size to carry imposed loads with safety;
      (6)   Members of ceilings, roofs, ceiling and roof supports, or other horizontal supports or members which sag, split or buckle due to defective material or deterioration;
      (7)   Members of ceilings, roofs or ceiling or roof supports, or other horizontal supports or members that are of insufficient size to carry imposed loads with safety;
      (8)   Fireplaces and chimneys which list, bulge or settle due to defective material or deterioration; or
      (9)   Fireplaces and chimneys which are of insufficient size to carry imposed loads with safety.
   (c)   Nuisance. Any nuisance as defined in Section 1109.90. 
   (d)   Hazardous Plumbing. All plumbing except that which conformed with all applicable laws in effect at the time of installation and which has been maintained in good condition, is being used in a safe manner and which is free of cross connections and siphonage between fixtures.
   (e)   Hazardous Wiring. All wiring except that which conformed with all applicable laws in effect at the time of installation and which has been maintained in good working and safe condition.
   (f)   Hazardous Mechanical Equipment. All mechanical equipment, including vents, except that which conformed with all applicable laws in effect at the time of installation and which has been maintained in good working and safe condition.
   (g)   Faulty Weather Protection. Faulty weather protection shall include but not be limited to the following:
      (1)   Deteriorated, crumbling or loose plaster;
      (2)   Broken, rotted or split roof or exterior wall coverings;
      (3)   Deteriorated or ineffective waterproofing of exterior walls, roof, foundation, floors and windows; or
      (4)   Defective or lack of weather protection for exterior wall coverings, including lack of paint, or weathering due to lack of other approved protective covering.
   (h)   Fire Hazard. Any building or portion thereof, device, apparatus, equipment, combustible waste or vegetation which, in the opinion of the Fire Chief or Fire Marshall, is in such a condition as to cause a fire or explosion arising from any source.
   (i)   Faulty Materials of Construction. All materials of construction except those which are specifically allowed or approved by this Code and the Building Code, and which have been adequately maintained in good and safe condition.
   (j)   Hazardous or Unsanitary Premises. Those premises on which an accumulation of weeds, vegetation, junk, dead Organic matter, debris, garbage, stagnant water, combustible matter and similar materials which constitute a fire, health or safety hazard or which are unsightly.
   (k)   Inadequate Exits or Egress. Any building or portion thereof not provided with adequate exit facilities as required by this Code or the Building Code except those buildings or portions thereof whose exit facilities conformed with all applicable laws at the time of their construction and which have been adequately maintained and increased in relation to any increase in occupant land, alteration or addition, or any change in occupancy. When an unsafe condition exists through lack of or improper location of exits, additional exits may be required to be installed.
   (1)   Inadequate Maintenance. Any building or portion thereof which is determined to be unsafe according to the requirements of the Building Code.
   (m)   Inadequate Fire Protection. All buildings or portions thereof which are not provided with fire-resistive construction requirements of this Code, the Building Code or the Fire Code, except those buildings or portions thereof which conformed with all applicable laws at the time of their construction and whose fire-resistive integrity have been adequately maintained in relation to any increase in occupant load, alteration, addition or any change in occupancy.
   (n)   Improper Occupancy. All buildings or portions thereof occupied for living, sleeping, cooking or dining purposes which were not designed or intended to be used for such purposes.
   (o)   Conditions Conducive to Infestation. All buildings or portions thereof, including their premises, which are not maintained free of conditions conducive to the breeding of or infestation by rodents, insects or other vermin.
   (p)   Vacant Structures and Land. All vacant or abandoned structures and premises thereof or vacant land not maintained in a clean, safe, secure, sanitary and nuisance free condition.
