Buildings or structures may be of any type of construction permitted by the Building Code. Roofs, floors, walls, foundations and all other structural components of buildings shall be capable of resisting any and all forces and loads to which they may be subjected. All structural elements shall be proportioned and joined in accordance with the stress limitations and design criteria set by the Building Code. Buildings of every permitted type of construction shall comply with the applicable requirements of the Building Code.
(a) Shelter. Every building shall be weather protected so as to provide shelter for the occupants against the elements and to prevent water seepage.
(b) Protection of Material. All wood shall be protected against termite damage and decay as provided in the Building Code.
(c) Foundations. Foundations shall support the building at all points and shall be free of all holes and cracks which admit rodents, water or dampness to the interior of the building or lessen the capability of the building foundation to support the building.
(d) Doors. Doors shall be maintained so as to be structurally sound, fit reasonably well within the frames, waterproof and windproof; and shall be provided with door hinges and latches which are in good working order.
(e) Drainage. Rain gutters, downspouts and leaders shall be provided to collect, conduct and discharge all water from the roof and shall be maintained so as not to leak or cause dampness in the walls, ceiling or basement, or adversely affect adjacent property.
(f) Porches. Every porch shall be so constructed and maintained so as to be free of missing, defective, rotting or deteriorated foundations, supports, floors, other members and steps so as to be safe to use and kept in a sound condition.
(g) Exteriors. Exterior wood and ferrous metal surfaces shall be protected from the elements by paint or other protective coverings. Surfaces shall be maintained so as to be kept clean and free of flaking, loose or defective or missing paint.
(h) All walls, ceilings, floors, doors, windows and woodwork shall be kept clean and free of loose or defective or missing parts, peeling paint and paper.
(i) Any structural member which has become deteriorated or damaged to the extent that it does not serve or meet the purpose as originally intended shall be renewed, restored, replaced or repaired as is necessary to serve the purpose as originally intended.
