1321.20 OCCUPANCY STANDARDS; SANITATION.
   (a)   Dwelling Units. Every dwelling unit shall be provided with a water closet, lavatory and bathtub or shower.
   (b)   Kitchen. Every dwelling unit shall be provided with a kitchen sink. No wooden sink or sink of similarly absorbent material shall be permitted. A lavatory basin shall not be considered a kitchen sink. Cabinets and/or shelves for the storage of food which does not require refrigeration, which are of sound construction, shall be provided. They shall be constructed with finished surfaces that are easily cleaned and that shall not impart any toxic or deleterious substance or effect to food. A refrigerator or some such similar device for the safe storage of food shall also be provided. A stove, range or similar device for the cooking of food shall be properly installed with all necessary connections for safe and efficient operation. Portable kerosene stoves or similar fuel burning devices are prohibited.
   (c)   Fixtures. All plumbing fixtures shall be connected to a sanitary sewer or to an approved private sewage disposal system. All plumbing fixtures shall be connected to an approved system of water supply and provided with hot and cold running water, except water closets which shall be provided with cold water only.
   (d)   Water Closet Compartments. Walls and floors of water closets shall be finished in accordance with the requirements of the Building Code. Every surface shall be constructed so as to be reasonably impervious to water and so as to be maintainable in a clean and sanitary manner and condition.
   (e)   Room Separations. Every water closet, bathtub or shower required in this Code shall be installed in a room which shall afford privacy to the occupant and user. A room in which a water closet is located shall be separated from food preparation or storage by a tight-fitting door.
   (f)   Installation and Maintenance. All sanitary facilities shall be installed and maintained in a safe, sanitary and workmanlike condition and in accordance with all applicable laws.
   (g)   Supply of Heat. The owner or operator of any dwelling or dwelling unit who lets such dwelling or dwelling unit under an agreement, express or implied, to supply heat to the occupants thereof shall supply heat, without such undue restrictions of ventilation as to interfere with sanitary conditions, to provide a minimum temperature in all habitable rooms, bathrooms and water closet compartments of sixty-eight degrees Fahrenheit from 6:30 a.m. to 10:30 p.m. and a minimum temperature of sixty-five degrees Fahrenheit at all other times. Such temperatures shall be averaged through the dwelling or dwelling unit.
