1321.11 RESPONSIBILITY DEFINED.
   (a)   Every owner, or his agent, in addition to being responsible for keeping and maintaining his building in a sound structural condition, shall be responsible for keeping that part of the building and premises which he occupies or controls in a clean, sanitary, safe and nuisance free condition. These include the shared or public areas in a building containing two or more dwellings or commercial units. Every owner shall, where required by this Code, furnish and maintain such approved sanitary facilities as required, and shall furnish and maintain approved devices, facilities or equipment for the extermination of any rodent or insect infestation, and where any infestation has occurred, shall be responsible for the extermination when the extermination is not specifically made the responsibility of the occupant by law or ruling.
   (b)   Every occupant of a dwelling or commercial unit, in addition to being responsible for keeping a clean, sanitary, safe and nuisance free condition that portion of the dwelling and premises which he occupies and controls, shall dispose of alibis rubbish, garbage and other organic waste in a manner required by the Municipal Manager. Every occupant shall, where required by this Code, furnish and maintain approved devices, equipment or facilities necessary to keep the premises safe and sanitary.
