The purpose of this Code is to provide minimum and uniform standards and requirements for the protection of life, health, safety and welfare of the general public and the owners, occupants and users of residential and commercial buildings and premises by:
(a) Establishing minimum standards for the rehabilitation, renovation and repair of substandard but structurally sound buildings;
(b) Establishing minimum standards for the safe and sanitary maintenance of all residential and commercial structures and premises;
(c) Fixing the responsibilities of owners, operators and occupants of all residential and commercial structures; and
(d) Providing for administration, enforcement and penalties.
