The Municipal Manager be and he is hereby authorized to prepare an estimated assessment of the cost and expense of said shade tree program by inclusion in the Hamilton County, Ohio Tax List for 2014, 2015, 2016, 2017, 2018, 2019, 2020, 2021, 2022, and 2023 and incorporation in the December 2014, 2015, 2016, 2017, 2018, 2019, 2020, 2021, 2022, and 2023 real estate property tax bills based on the front foot assessment method at fifty cents ($0.50) per front foot as set forth in this chapter.
