Not less than twenty-four hours before starting new construction or repairs as required by this chapter, the owner, not the contractor, shall apply to the Municipal Manager for a permit, discuss the possible effect on various public utilities and set up safeguards for pedestrian and motor vehicle traffic, if needed.
There will be no fee required for such permits.
