In those cases wherein noncompliance with the requirements of this chapter is alleged, the matter shall be first reviewed by the Municipal Manager or his designee. If it is determined that a property number is displayed that meets the purpose of this chapter and satisfies the need to identify the property by safety personnel, then the Municipal Manager shall issue a variance for that property. If it is determined not to be in compliance, a citation may be issued.
