The Finance Director shall revoke the license of any taxicab driver whenever the Mayor recommends revocation for any of the following reasons:
(a) The licensee has obtained a license by false statements in his application or upon misrepresentation or upon false statements on his affidavits in applying for a duplicate badge.
(b) The licensee has become physically or mentally incapable of driving a vehicle.
(c) The licensee has been convicted of a felony.
(d) The licensee has been convicted of a misdemeanor involving moral turpitude.
