737.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning:
   (a)   “Peddler” means any person who travels door-to-door either by foot, automobile, truck or any other type of conveyance and calls upon private residents, including any house, apartment or other dwelling within the Village, taking or attempting to take orders for profit for the sale of goods, wares and merchandise or personal property of any nature whatsoever for immediate or future delivery or for services to be furnished or performed immediately or in the future.
   (b)   “Solicitor” means any person who seeks to obtain funds for any cause whatsoever by traveling door-to-door either by foot, automobile, truck or any type of conveyance and calling upon private residences, including any house, apartment or other dwelling within the Village. The term “solicitor” does not apply to any person who is seeking to collect funds for services previously performed, such as collection of fees owed for delivery of newspapers nor to an utility company employee reading a residence’s meter.
   (c)   “Canvasser” means any person who seeks to obtain from an occupant of any residence an indication of such occupant’s belief in regard to any social, political, or religious matter, or any person who seeks to influence the personal beliefs of the occupant in regard to any social, political or religious matter or a person taking a poll or census other than a governmental body or agency thereof who travels door-to-door either by foot, automobile, truck or other type of conveyance and calls upon private residences including any house, apartment or other dwelling in the Village.
   (d)   “Neighborhood solicitation by minors” means door-to-door solicitation by a child who is a resident of the community and under the age of eighteen years who is soliciting on behalf of a charitable or non-profit organization. Such organizations and activities shall include or be similar to the following: Sale of Girl Scout Cookies, school candy sales, sale of chances for prizes the proceeds of which support youth baseball, soccer, and other youth oriented activities, the sale of magazine subscriptions for raising funds for school, church, or other programs or activities designed primarily to benefit minors. Except as explicitly provided below, this Neighborhood Solicitation by Minors is not intended to be regulated by this chapter and is exempt from the requirements hereunder.
