Should any owner, distributor or exhibitor violate or fail to comply with any of the provisions of this chapter, it shall be the duty of the Chief of Police and Mayor to suspend or revoke his license. Upon the first violation, the Chief and Mayor shall suspend such license for a one year period. Upon a subsequent violation, the license of the owner, distributor or exhibitor may be permanently revoked. In case of revocation of a license, the licenses of all machines operated or owned by such license holder shall be revoked and such machines removed from the premises within twenty-four hours thereafter.
