In the event that a different amusement device is brought on the exhibitor's premises and exchanged for a duly licensed amusement device for which the annual fee has been paid, the exhibitor shall notify the Chief of Police in writing of such exchange and shall set forth a description of the amusement device including the name, make, model and any other identifying information. In no way shall any such exchange increase the number of operative, duly licensed amusement devices on the exhibitor's premises.
