Every owner shall pay an annual license fee of fifty dollars ($50.00). Every distributor shall pay an annual license fee of fifty dollars ($50.00). In the event that the owner and distributor are the same individual or operation, then one annual fee of fifty dollars ($50.00) shall be paid. Every exhibitor shall pay an annual fee of twenty-five dollars ($25.00) plus a ten dollar ($10.00) license fee for each amusement device maintained or exhibited unless revoked at an earlier date as provided in Section
