No person who owns or operates any establishment containing licensed bowling alleys and pool or billiard tables, shall keep open any room or hall wherein any pool or billiard table may be used for public playing between the hours of 2:30 a.m. and 9:00 a.m. No person having custody of any pool or billiard table in a bowling alley, either as agent or lessee, or as the officer or employee of any agent or lessee, shall permit any person to play upon or use any pool or billiard table in any public room or hall between the hours of 2:30 a.m. and 9:00 a.m.
