555.01 PERMIT REQUIRED.
   (a)   No person or organization shall reserve or have exclusive rights to the use of the Commons, Gazebo, any picnic shelter, playing field, court, meeting room, or any other park area or recreational facility for a gathering of more than ten people unless he/she shall first obtain a permit therefor. No permit shall be issued unless and until the person or organization complies with the pre-planning policy for the use of municipal facilities and proposed special events as directed by the Municipal Manager.
   (b)   No person shall consume any intoxicating liquor on or within any public recreational facilities unless a proper permit has been obtained from the Municipal Manager. For the purposes of this section, recreational facilities shall include the Commons, the Gazebo, Village parks, park shelters, market stand, and other areas that may be added from time to time. All permit holders, in addition to complying with this section, must comply with any and all state statutes regarding the possession and consumption of alcohol. No alcoholic beverages shall be allowed outside any recreational facilities unless specifically permitted by the Municipal Manager.
   (c)   The individual completing and signing the required application assumes responsibility for the use of the public facility. Such individual must remain present through the entire event and shall be responsible for all that transpires during the event, including but not limited to any damages that may occur to public property during the course of the use of the facility or event.
   (d)   Violations of the terms and conditions for a permit authorized under this chapter, or violation of any state statute governing the possession and consumption of alcoholic beverages may result in the immediate revocation of any permit authorized herein, and the denial of any future permits for a period of one year.
   (e)   Gatherings for the purpose of political expression are exempt from these requirements.
   (f)   Exemptions to the permit requirement include Village events, such as the annual Easter Egg hunt, the Concerts on the Commons, Harvest Fest, Light Up and other Village events as may be held from time to time.
