All offensive, unwholesome and noxious weeds, vines and grass existing upon any lot or parcel of land in a residence or business district bounding, bordering or abutting upon any street, square, area or public place are hereby declared a public nuisance. It is the duty of the owner, occupant or any person having the care or control of any lot or parcel of land in a residence or business district abounding, abutting or bordering upon any street, area, square or public place within the Municipality to cut down and remove therefrom all such offensive, unwholesome or noxious weeds, vines and grasses. For the purposes of this section, any weeds or grasses over ten inches in height are considered a nuisance.
