311.04 PICKETING REGULATIONS.
   (a)   No person shall picket the residence or dwelling of any individual without first obtaining a permit from the Municipal Manager. Such picketing shall be only permitted if the following regulations are observed:
      (1)   The number of persons picketing the residence or dwelling of any individual shall not exceed six at any one time;
      (2)   There shall be no picketing of the residence or dwelling of any private individual before 9:00 a.m. or after 7:00 p.m.;
      (3)   Picketing of the residence or dwelling of any individual shall not exceed three hours in one day;
      (4)   No person picketing the residence or dwelling of any individual shall engage in any shouting, singing or chanting in a manner designed, intended or having the effect of reaching the persons inside the residence or dwelling;
      (5)   Persons picketing the residence of any individual shall remain on the sidewalk. No person picketing a private residence or dwelling shall enter onto the premises of the picketed residence or dwelling, unless they are expressly permitted to do so by the owner, tenant or person having possessory rights in the residence or dwelling;
      (6)   The picketing of any residence or dwelling of any individual shall be conducted in an orderly and peaceful manner, and shall not in any way foster or promote violence of any kind;
      (7)   Persons picketing the residence or dwelling of any individual shall not block or obstruct pedestrian or motor vehicle traffic on the sidewalk or street on which the picketing takes place;
      (8)   Persons picketing a residence or dwelling of any individual shall obey all laws of Greenhills and the State of Ohio; and
      (9)   The Municipal Manager shall be given forty-eight hours notice by the picketers before picketing.
   (b)   If any of the provisions of this section or the application thereof to any person or circumstances is held invalid, the invalidity does not affect other provisions or applications of the section or related provisions which can be given effect without the invalid provision or application, and to this end the provisions are severable.
   (c)   Any permit issued under this section may be revoked if any of the regulations presented in subsection (a) hereof are violated.
   (d)   Whoever violates any of the regulations of subsections (a)(1) through (9) hereof, is guilty of a minor misdemeanor. (Ord. 88-30-C. Passed 8-2-88.)
