As used in Section
(a) Three years old or older;
(b) Extensively damaged, such damages including but not limited to any of the following: a broken window or windshield, missing wheels, tires, motor or transmission;
(c) Apparently inoperable or defective or missing parts or unable to move under its own power or in such condition generally as to be unfit for further use as a conveyance or in a dangerous condition;
(d) Having a fair market value of one thousand five hundred dollar ($1,500.00) or less; or
(e) Does not display a valid license plate, or displays an expired license plate or validation sticker.
