The Village shall have the right to plant, prune, treat, maintain or remove trees, plants, vegetation or portions thereof within the public right-of-way of all streets, alleys, avenues, lanes and in other public places as may be necessary to eliminate or reduce an unacceptable risk to public safety; preserve or enhance the health of the trees, plants or vegetation; or to maintain the beauty/environmental quality of public grounds.
