The Police Department of the Municipality shall be composed of a Chief of Police and such other members as may be deemed necessary from time to time by a majority of the members of Council. The Chief of Police shall be the executive head of the Police Department under the Municipal Manager. A Police Supervisor, appointed by the Manager, shall in the absence or disability of the Chief, perform all the functions and exercise all the authority of the Chief.
