149.04 REUTILIZATION OF NONPRODUCTIVE LAND.
   (a)   The existence of nonproductive land within the boundaries of the Village of Greenhills, Ohio, is such as to necessitate the Village of Greenhills’ election to implement the land reutilization procedures set forth in Ohio R.C. 5722.02 through 5722.15 in order to foster either the return of such nonproductive land to tax revenue generating status or the devotion thereof to public use.
   (b)   The procedures set forth in Ohio R.C. 5722.02 through 5722.15, to facilitate the effective reutilization of nonproductive land situated within the boundaries of the Village shall be and are hereby adopted.
   (c)   It is in the public interest for the Village to acquire tax-delinquent real property within the Village for the public purpose of redeveloping the property or otherwise rendering it suitable for productive, tax-paying use, and that the Municipal Manager is hereby authorized and directed to purchase or otherwise acquire title to any eligible delinquent property that he deems to be in the best interest of the Village, either through the procedures set forth in Ohio R.C. 5722.02 through 5722.15, or through those procedures set forth in Ohio R.C. 5722.21, all as may be amended from time to time.
