(a) A special fund titled "1991 Emergency Apparatus Fund" is hereby created.
(b) Expenditures out of this Fund may include major rescue apparatus and the equipping of vehicles with long lived accessories, such accessories not to include sheets or blankets, light bulbs, etc.; auditor's fees and professional expenses; and the upgrade and replacement of fire hydrants and fire hydrant water lines, not including normal maintenance of these items.
(c) Expenditures out of this Fund may be made only as specifically approved by the Municipal Manager.
