   143.09 ENFORCEMENT AND EDUCATION FUND.
   (a)   A new fund shall be established and known as the Enforcement and Education Fund.
   (b)   The portion of fines received from courts for arrests under Ohio R.C. 4511.19 and similar Municipal ordinances shall be deposited to such Fund.
   (c)   The Finance Director is hereby authorized to make deposits to and distribute funds from the Enforcement and Education Fund as provided in the Ohio Revised Code.
