Every operator of a bicycle on any street within the city shall have properly attached to said bicycle a bicycle license plate issued for it by the city. The Police Department, or any member thereof, is empowered to permit any non-resident of the city, traveling in and through the city, from or to a point outside of the county, to ride or propel a bicycle on the streets of the city without such bicycle having attached thereto a license plate issued for it by the city.
