All motor vehicles from which there shall be sold any products while on city streets:
(A) Shall be equipped with front and back mirrors so that the operator shall be able to see the area immediately in front and in back of his or her vehicle while seated behind the steering wheel;
(B) Shall not vend such products later than one-half hour after sunset; and
(C) Shall not use any noise-making device while the vehicle is in motion.
