§ 71.025 PERMITS REQUIRED FOR PARADES AND PROCESSIONS.
   All parades or processions shall be carried out in accordance with the provisions established by the Traffic Safety Committee. No parade or procession shall occupy, march, or proceed on any street or public way without a permit issued by the Traffic Safety Officer, or his or her designee.
