Upon the adoption of a declaration of need, customers shall be required to reduce water consumption by practicing voluntary conservation techniques, which techniques shall be identified by the water utility, as reasonable and meaningful conservation techniques pursuant to notice, as set forth in § 52.073, in addition to which the city may also implement conservation pricing and prohibitions to encourage water conservation.
