(A) Upon the adoption of a declaration of need by the Board, wherein said declaration of need calls only for voluntary conservation measures, notice of the issuance of such a declaration of need and the voluntary conservation measures to be adopted shall be issued using one or more of the following methods as deemed appropriate by the Board:
(1) Notice published in a local newspaper of general circulation;
(2) Notice through radio public service announcements;
(3) Notice through local access television station announcements;
(4) Notice through public service announcements on commercial television stations; and
(5) Any other method deemed appropriate by the Board.
(B) If the declaration of need, as adopted by the Board, declares a need for mandatory conservation measures or rationing, notice thereof shall be by First Class, United States Mail, or by door-to-door distribution to each current customer, and by electronic and print media, which notice shall be deemed to have been effectively given at the conclusion of door to door distribution or at noon of the third day after depositing notice in the United States mail, whichever shall occur first.
