§ 52.005 REGULATION OF FIRE HYDRANTS.
   (A)   No tampering or interference. Except for the purpose of extinguishing a fire by a first responder or with the express written authorization of the Water Utility Manager, or his or her designee, no person shall cause water to be removed from or in any way interfere with a public fire hydrant, as provided in division (D) below.
   (B)    Fire training. Notwithstanding anything to the contrary contained herein, the city’s fire territory and mutual aid departments may, after verbal notice is provided to the Water Utility Manager, or his or her designee, use public fire hydrants for training or such other practices that benefit public safety.
   (C)   Fire Department usage. The City Fire Department Chief, or his or her designee, shall track the use of public hydrants by the City Fire Department, and their mutual aid departments, and submit a report on the use of water by the City Fire Department to the water utility on a monthly basis.
   (D)   Authorized use. If the Water Utility Manager deems there is a need to permit a person to use a public fire hydrant for purposes other than those stated in this section, such person will be issued a permit authorizing said use. A permit will include the identification of the person, the specific hydrant(s) to be used by said person, and length of time the use of the hydrant by said person is authorized. The authorized shall not permit any other use of the hydrant(s) by any other person at any time. Violation of this division (D) will be fined as defined in § 52.999 (C).
