(A) Control of service lines. Water shall be turned off or on by an employee of the water utility and not by the customer. All service lines must have stop controls and waste controls located between the meter and the subject property for emergency service stoppages and repairs.
(B) Tampering with water distribution system. Tampering with the water distribution system includes adjusting or attempting to adjust, interfering with or attempting to interfere with, bypassing or attempting to bypass the normal operation of any component of the water distribution system, including, but not limited to, any water meter, hydrant, or valve system, without the written authorization of the Water Utility Manager, or his or her designee.
