Effluent samples and measurements taken as required by this subchapter, the applicable pretreatment permit, or specifically requested by the city, shall be representative of the volume and nature of the discharge flow and shall be taken at times which reflect the full range and concentration of effluent pollutants normally expected to be present. Samples shall not be taken at times to avoid showing elevated levels of any pollutant.
